Extend the life of a rusty Oem muffler?

So I picked up an OEM sc muffler with a bit of rust. There's rust along the side seams but it doesn't appear to have rusted all the way through. It's pretty crispy though but I think it still has some life in it. I need some advice on how to extend its life. I won't be driving the car in the winter or rarely in the rain so I don't have to worry about more rust.

I've taken it to a couple of muffler shops who won't bother welding any patches since it's pretty thin already so my plan was to MacGyver it. It doesn't have to be pretty because the worst spots are on top and won't be visible.

My plan was to:

1. Spray it with a rust converter/primer
2. Patch up the rust spots with some Canadian Tire muffler weld. I'm hoping this will hold up enough so the rust won't pop a hole.
3. Paint the entire muffler with VHT header paint

Anyone have any better ideas or advice??

Did you know mufflers rust from the inside out!
So anything you do on the outside is purely cosmetic.
The killer of mufflers are short trips that don't allow the moisture inside to evaporate as the metal does not get hot enough.
Did you know that for every liter of gas your engine burns 1 liter of water is produced!
