yes it does.everything you need except seals and lock

there is no lock.

I mean as in if it's possible to modify my 85-86 lock to fit?

85 locks are slightly shorter than 87+ locks. The key wouldn't reach the lock without hitting the panel itself.

I found a 87+ lock for it but it will need to be re-keyed.
